The Campaign for Labour Party Democracy has released the following motion template for Labour members to submit to this year’s Labour Party Annual Conference.
Conference notes:
- On August 13 2026, the Ministry of Housing, Communities and Local Government released its latest figures for households in temporary accommodation in England. These showed that the figures had reached a record high of 135,580.
- In light of evidence of a severely worsening housing crisis, Andy Burnham’s pledge to deliver “the biggest council house building programme since the post-war period” is welcome. However, even if the entire £ 39 billion allocated to the Social and Affordable Housing programme 2026/2036 were pivoted to social rent council homes, as has been suggested, this would not deliver council homes at a scale to match the prime minister’s pledge.
- To achieve a new and radical council house building strategy that would increase the current rate of council building, i.e 10,500 in 2025, to the post-war levels which averaged 190.000 homes per annum, a revised funding commitment is needed.
Conference believes that when private and “affordable” rents are unaffordable, homeownership is a distant dream for many, and when people in desperate housing need wait years in temporary accommodation, such a strategy must urgently be delivered.
To restore hope and meet the aspirations of millions seeking a safe and genuinely affordable home, Conference calls on the Labour government to:
- Invest in a council house building/acquisitions programme of 100,000 social rent homes a year;
- repeal Right to Buy;
- replace “affordable rent” with social rent;
- and end the Local Housing Allowance freeze and fully fund councils for temporary accommodation costs.
